the squeal when you start it makes me think that the belt supplying the power for the power steering pump is loose or bad, if thats the case replace the belt and see if the problem didn't correct itself,, keep in mind that with any car , turning the wheel all the way left or right will make some noise because its applying a lot of pressure to the steering system, with the belt off the pump when you check it, make sure the pulley spins fairly freely,, if you detect no leaks either in the pump or the lines supplying the ram, or ram itself, I wouldn't think a new pump is needed

If your vehicle has one. it usually snaps or threads into the back of the speedo at the upper end, and attaches to a drive gear on the transmission at the lower end.

Try reading the OBDII with a code reader and see what it is then erase codes and see if it stays off ,could be more than one circuit on this fuse so the fuse blowing has thrown the light on for whatever reason ,Also try disconnecting the battery just out of interest for a few minutes and reconnect it might go out if your lucky
