Question about 1998 Mercury Grand Marquis
I have replaced both bulbs
Are you talking about front--back, both? Did you check voltage and ground at the bulb socket?

Hi, I checked my manual at the shop today and of course it had no information on the side marker light. But it did show that when you remove the front headlight assembly, you gain access to that side. I had a car in the shop for a different problem and I think you can get to it from the bottom after removing the plastic cover under the car below the bumper.

SOURCE: no brake lights
Sounds like it has a bad brake lamp switch. It's possible that if you have a third brake lamp and that works, but the others don't, it is a bad multifunction switch. The brake switch is located on the brake pedal. The multifunction switch incorporates your turn signal/ hazard/ high beam lever mounted on the steering column. As confusing as this sounds, I hope this helps.

SOURCE: Side Marker Bulbs
you need to remove entire assembly to access bulbs.it is secured by small hex head screws & a ''sliding tab'',an L shaped piece you pry up w/a flat screwdriver.
