I think you mean P0103
P0103 (MAF) Mass Air Flow or (VAF) Volume Air Flow Sensor -Circuit High Input

That is an issue with the Mass air Flow sensor or it's related circuit.

I need help with a code 12 for. 95 grand Cherokee orvis 5.2l. In need of some help. I know what the code says, but don't understand what it means.

A code 12 just means that memory to the controller has been cleared within 50-100 engine starts, which can occur whenever the battery terminals are disconnected, battery completely dies, etc. Nothing to worry about really, and it is NOT related to the thread that you found.
http://www.jeepforum.com/forum/f11/jeep-cherokee-help-error-code-12-a-1172243/

The codes you found indicate there are no stored trouble codes: Code 12 means that the battery or the computer power lead was disconnected sometime during the last 50 operating cycles. This is not an indication of a problem. Code 55 means that there are no other stored codes in the computer.

Code p2189 code p2187 code p2189pd code 2187pd

P2189: Sys Too Lean at Idle Bank2
P2187: Sys Too Lean at Idle Bank1

The other codes P2189PD & P2187PD are pending codes.. Meaning the car will have to recheck the errors before it calls it an error and sets the engine light on. They are the same codes as the others just the PD at the end means pending.

What does "Service Vehicle" mean and how do you turn this notice off when serviced?

That means your car has detected one or more error codes. A mechanic can use a device to check error codes on vehicles to determine the problem(s) associated with them. Some businesses will do the check for free (e.g.;Autozone). The device the mechanic uses can also clear the error codes from your car's computer, which will turn off the 'service vehicle' light until another error code is detected.
