Probably be a 195 ?/15. talk with a tyre dealer as the width of the tyre will depend on the bulge past the rim edge. If the beads of the tyre are not within a distance then the tyre will wear either on the centre of the tread (177 will make the beads be too far apart and so bend the centre of the tread up off the road regardless of the pressure) and anything over 205 will have the rim running on the side wall of the tyre resulting in tread wear or beads coming of the rims. I am thinking that a 195-65/15 will be the recommended tyre for what you ask but TALK TO A TYRE DEALER as tyres are expensive and the wrong size tyre for the rim will make you illegal on the road.

Dont go any bigger than 18s. With rims that big, it will ride like ****, and wear out your wheel bearings, tie rod ends, and more suspension stuff.

the biggest tire you can put without doing any thing is a 31x10.50x15 if you want to go any bigger you will half to do a lift

I believe it will fit. If you go to DiscountTires.com you can use their site for alternate tire sizes. Especially handy is the feature which shows you the Speedometer error for different size tires. The site will also show you recommended and popular substitute tire and wheel sizes.
The 1999 model had a 265/65/17 as an alternative. You may want to ask the Tire store you intend to use if they can reconfigure your Speedo to be accurate. Some of the Fords can be done electrically without changing Speedo gears.
I did something similar by going from a "60" series to a "65" series in the same width. On my Grand Marquis, I gained 5% mileage improvement, but have to watch Speedo until I get it reconfigured. I hope this helps to answer your questions.
