I hate to say it but you could be right. It seems to be a feature of so called modern cars that they are more and more ridiculous to fix. call a couple of dealers or see if there's an Owners forun website. You may be looking at having to release the whole headlamp. Such is progress!!

Have you checked the drivers handbook. Basic info is usually in there.

Testimonial: "No mention of it at all in handbook...tail lamps, yes, but not head lamps. It tells you how to align the head lights. I've heard that on some cars the front "bumper" of the car has to be removed. I hope this isn't one of them."

But is the side impact beam welded to the outer skin on the right front door of a 2006 buick Lucerne?

dunno about a Lucerne but every car i've worked on;no, the side intrusion beam is spot welded to the inner door frame not to the outer skin & you can drill out the spot welds to remove said beam, although it's a bit of a job!

2007 buick allure headlights will not turn on parking lights work, high beams work. no low beams or daytime running lights

As you described the problem the solution is to replace the headlight bulbs, they have two elements one for normal lighting or low beam and one for high beams. the elements for the low beams are continuously used and are subject to burn sooner.

Low beam on head light wont work

you may have a blown bulb. Believe it or not, Buick recomends the removal of the front bumper facia in order to remove the headlight assembly to change the bulb. you can however remove the air box where the air filter is located and squeeze your hand in there and change the drivers side bulb. It's allmost imposible to change the passanger side however. Good Luck
