Question about 1995 Buick Park Avenue
If you lost the chip in the key, Then there is a resistor kit you can buy. It comes with 15 resistors. You will have to try each one until you find the right one. Under the dash coming from the steering column you will see two very small wires. Cut them or skin them back so you can place the resistor in the lines, It doesn't matter which way you place the resistor. Start with one, try to start the car, if it starts, you're done, secure the resistor in place. If not, turn the car off, wait for five minutes or so and try the next. Do this until the car starts. It is important that you wait at least five minutes between resistors. To let the security reset. Radio shack, some electronic places and the internet is where I have found the resistors.

You don't. Any close GM dealer should be able to get you going again, it shouldn't need to be a Buick dealer.

Firt - study & write down (draw) the belt path,,
and be sure about it..
Then - put a wrench on the nut in the center of the tension pully.. Move the tension pully to loosen the belt.. Pull belt off..
Repeat to put new one on..
Should be pretty easy..

Pass key is the security system which disables the car if it is stolen. You need the remote or a key with a chip to start the car. go to a dealer, prove ownership with registration and they will be able to help you out
