Is in limp mode and wont go above 35 mph

Get an OBDII reader and connect to see what error codes you are getting. Limp mode can be caused by many different things including problems with the transmission.

need to know make of vehicle to give an accurrate opinion but this code generally denotes a problem with ignition coil A, secondary circuit , so will need further investigation as to wether a new coil is required or maybe just clearing the code may be all thats required

Where is the speed sensor located on a 2002 Chrysler Concorde

Beware speed sensors seldom fail. Chrysler products transmission have a limp mode where they only shift to second gear when something goes wrong and many times when nothing is wrong. If the speedometer fails it goes to limp. If an OBD scan gives a transmission code sometimes clearing the code will end the problem. When driving if the transmission shifts one time as it should the sensor is working.

its a hard code which has caused the vehicle to go into limp mode which is a safe mode for cars so to speak go to pep boys or wherever a scan tool can be accessed and have them clear it and they can tell you the code that was popping up
