You study your circuits first-- then go to the vehicle with them
You test at the wiper motor & work your way back, if you do not
have the voltage your should have at the various wires, at the motor

Did you replace the wiper motor switch with a new or second hand on as I see this a lot & 95% of the time it is the switch it may need cleaned or you may have a dead wire that power the switch

they most common fault in this year and model is the wiper switch on the steering column is defective.
