Yes there is a fuse for the OBD port. You neglected to mention what vehicle you are working on.

All these have different fuses, except a main fuse that supplies power to the different fuses. Check those first. Check power from the battery to the fuse panel. Could be a bad fuse panel. If you check voltage with a volt meter, does it show any voltage at the fuses? If 0, then look to the wires first. If they show varying voltage(like2,3,4.5,or 6) suspect the fuse panel. The voltage should be 0 or battery voltage.

Where is the fuse for rhe auxiliary power outlet

I think you meant power outlet port under front ashtray.
Manual doesn't show specifically that port but it should be either
your left knee area when you sit on driver's seat
Black plastic box under the hood near battery.
You can use test light to each fuse to find which fuse is blown.
That port is not controlled by ignition (port continued to have power 24-7, even you take key out)

The fuse is also for the power port for cigarette lighter, so make sure nothing is installed in this port.

this could be a fuse but usually it turns out to be a bad ground/power for the dia port. sometimes even the computer is the fault.

There is no power at the diagnostic connector of a 2003 Mitsubish Eclipse GS that I am working on. Any ideas?

Check the fuses, I'm not familiar w/ Mits., but I have run into 2 repairs where the diagnostic port would not provide engine codes to scan tool, both times it was a bad fuse, so no power at port (thought my scan tool was broken!) . One car (american manufacturer) had the fuse shared with the cig. lighter, check your fuse diagram to determine which one it is on your car. Hope this helps, good luck.

OBD II won't connect to computer...Therefore, I cannot get truck inspected

I have found one car that the OBDII wouldn't read anything when connected to the diagnostic port, it turned out that the fuse for the cigarette lighter had blown, and that fuse also powered the diagnostic port. Can't remember what vehicle it was, but check your fuses, hope it's that simple. Let me know.

Check your fuse panel for a fuse panel. You are probably not getting power to your diagnostics port on your vehicle. I do not remember which fuse the port is under but just look for the blown one.
