I have a 2005 Chevy Impala the motor locked up what do I do?

Jeanell, If engine is truly locked up, you have a few choices, find a good used engine from auto recyclers/wrecking yard, have engine torn down and rebuilt, have new engine installed, scrap car and look for another vehicle.
If vehicle is overall good/excellent condition and brakes, tires, suspension, exhaust, etc. good, the most cost effective would be to have a good lower millage engine from auto wreckers installed, some auto wreckers also do the install and guarantee the engine and their work.

The engine will not rev past 3000 rpm and will run on, when the engine is switched off

no year vitara,, are we to guess year and the engine you have.
1988 to 2013 (chapter 11 failed here in USA sales ended)
gas or diesel?
GAS:
in the USA (are you) the G16 and J20 and H25 engines top the list as most common, there are like 10 engines used world wide.
so we go to generic engine 101 answers.
The run on deal, is serious , because fuel and spark are cut
key off, on all EFI cars. then dont run on.
well if not a diesel is it a diesel?

rev'ing past 3000 on a gas engine takes 3 things.
1: a GOOD ENGINE, compression good, and cam belt not slippled.
2: On gas engines good spark. and timed right (is yours?)
3: good fueling.

an engine that that is misfiring will have limited power and thus RPM.
or if limited fuel injections same.
there are tests for each case, no engine or year stated, i pass on a guess.

1997 geo prizm not starting it is flooding and getting too much gas

10,000 toyota corolla (prizm) posts and not one engine size option stated. (all posters.) what a sham.
old post.
why not stated engine. and then testing for spark
spark is #2 of the classic 3
good engine (good compression)
good spark (all 4, and timed right)
good fueling. (last, if above is good, and tuned up)
in that order
does the distributor rotor spin cranking?

its not too much gas, as no spark allows NO SPARK
to flood the engine.

Lexus rx300 engine

Sorry... but, it's too late if, in fact, the engine has ceased because of insufficient oil. Even if you could "unlock" the engine, the engine isn't going to be much good to you.. If you've ran it out of oil until it quits or ceases, there are too many bearings that have been abused and are no longer any good. Bottom line is that you need to have your engine rebuilt.. or you will need to buy a new engine. No matter which, we're talking lots of money. Of course, it will depend on the value of the car as to whether you want to put this kind of money into it. Good luck.

Check engine light turnen on, what could it be for easy check? runs good, engine oil is good, everything looks good

If you take it to Advance Auto or Auto Zone they can pulld the engine fault code with an OBDII scanner tool. Without the code there are just TOOOOOOOOO many possibilities to even venture a guess.

If the engine runs good and has high mileage, it might be the timing chain guides that are worn out
