Chilton's and Haynes both sell manuals covering the Festiva and you can get them at most auto parts stores. They may have to order them for you, however. Also you can get one at Amazon.com on their book site. Also, your local library might have the general book that covers all the Fords from that year.

You know the fastest resolution for this problem is at a dealer, they handle this issue constantly as these anti theft technologies are an impediment only to owners and not thieves. Every time they disconnect something electrical, they have to reset the code so they are very fast at this and may well fix yours for free or very cheaply. Most importantly they can show you how to reset it yourself next time.
