Is the tach wire connected? or is it tach sensing? if its tach sensing, its not picking up the voltage increase when the car is running.

sounds like the TV has a damaged power supply, most like caused by a bad capacitor on the power board, the capacitor exploded and leaked all the gases which stores electricity, so the power board isn't getting enough flow of electricity for the tv to stay on, very easy fix if you know what to do and have good soldering skills.

believe it or not, I have heard the instrument cluster to cause problems like this in similar vehicles. Obviously the anti-theft system is actuated. I don't know where the anti-theft module is for sure, but I did have an achieva which changing the cluster solved this same problem.
