Best bet would be to get a service manual. If the headlights etc are controlled by a BCM there would likely also be codes set to let you know where the problem is. The vintage makes me suspedt these units are all computer controlled and if so the BCM may well be afulty, BUT ???????????????

SOURCE: Turn signal doesn't always work Jeep Grand Cherokee 2003

Had same problem with 2003 JGCL, found problem in turn signal relay. You will not like digging for it, because you will have to remove two peices of dash board, peice below instrument panel and knee board (2 bolts on bottom and 2 screws on top). The relay is the long cube, top center above the main fuse box.

2008 should be under warranty, take it back to dealer.

With all of the electronics on vehicles today, seems like these sort of system failures are becoming commonplace.

this is not a normal application as with washers/wipers there are multiple operations on the stalk ( up for 1 swipe- neutral /off-down 1 intermittent speed -down again 2 intermittenent wipes --3 on all the time Twist the knob of time period of swipes during intermittent swipes.. Turn switches indicate l or r ( up or down) and back to the wheel high or low beam for the head lights or twist the knob for off parks and headlights.

Headlights and turn signals do not work. Wipers stay on.

I'm going to say you blew a major fuse or fuseable link wire you have not found yet.
The wipers need power from a battery source to stop, the headlights probably are on a battery circuit too. The turn signals would go thru the key switch but the hazard flashers would be also be direct battery.
You may need a wiring diagram (book) to find all of the fuses and circuits.

My windshield wipers will not turn off and I have no turn signals.

I think your combination switch is malfunctioning. The switches that control both the wipers and the
turn signals are built into the combination switch. And the headlight controls too on some cars.

Your car may have a switch that controls the wipers and the turn signals, but not the headlights.

But whether you have the type that controls wipers/turn signals/headlights or just turn signals/wipers Im not sure, you didnt mention the specific year and model. But you should replace the switch that controls your wipers/signals. They are expensive sometimes, especially if you have the combo switch that controls wipers, headlights and turn signals. But you can find one at a slavage yard for a lot less money than new.

But you should put the year/model of your car when you post a problem youre having. That makes it more likely that someone can help.

Driver's headlight is dim; wipers only work if headlight is off

Sounds like the jolt from the barrier has caused a bad ground to occur. Look for a bad ground wire around the left headlamp in or around the headlight bucket.
Tighten or replace the bad ground wire. A poor contact will cause the headlight to light dimly.

2001 Sunfire Headlight/Wiper Glitch

Check for a poor connection in the "ground splice" connector located at the battery box. It should be bolted to the corner of to box closest to the radiator. The negative battery cable also attaches to this bolt. One of the black wires in this ground splice connector is ground for both the wipers and the lights. This was the fix for my car!
