Question about Cars & Trucks
My 1995 Honda accord takes a minute to catch the first gear but soo when it does everythings fine
If the car is standing still and idles:
your clutch could be starting to go or a lose link or low hydraulic fluid or a leak, cable stretch < the clutch need max 7mm movement to work.
switch the car off try to put in first gear and then start see what happens
if car idles try reverse gear , if there is too little movement in the clutch the gears will make a grunt sound.

Is this a wheel speed sensor for an ABS system? or a Vehicle Speed Sensor? I will assume it is a VSS for right now
the VSS is located on the transmission, you will need to remove the intake to see it more clearly but here is a picture that shows the unit and its components http://econtent.autozone.com:24991/znetrgs/repair_guide_content/en_us/images/0900c152/80/05/f9/9e/small/0900c1528005f99e.jpg
