I see this is a two part question...
In replacing the alternator, there is no reason at all to be messing with the pulley on the power steering. That pulley is pressed on and though you could remove it with a puller it is far more difficult to re-install without the proper tools. (it is not hammered on). Power steering pulleys don't just fall off. They are so tightly pressed onto the shaft that they don't even require a retaining bolt to hold them on.
Without the benefit of being able to examine it myself, I'd have to guess that either you originally had a mis-match of pulley to pulley shaft and the pulley was sliding on the shaft (so remote a concept that you may be hit by a meteorite if you buy that) Or someone removed it for an unknown reason and did not properly re-install it.

Bypass serpentine bell 2000 Ford Expedition 5.4 l

I am assuming you want a belt that provides a bypass for the A/C pulley. Unfortunately, newer vehicles don't give you the option of getting A/C anymore like in the old days. Used to be you went to the auto parts store and just asked for one w/o A/C and got it. Some later models did offer no A/C, but put idler pulleys in place to keep the same belt length. If there is no second option for a belt, you will need to get real creative if you want to bypass anything. It is important that you ensure that any bypass belt you install doesn't cause a change in the rotational direction of any of the critical pulleys (water pump, power steering, alternator). Some folks just buy a junk A/C compressor from a salvage yard that has a good pulley bearing, mount it but don't power it up or charge it.

How do I find a belt for 02 buick rendezvous bypassing the power steering pulley. How do I find out the size of the belt needed to do this

You have a serpentine belt which is one belt running everything on the engine. You can not bypass the steering unit as we use to could when cars had several belts and power steering was optional and not factory on many vehicles. Is your steering unit not working ?

How do I intall a new fan belt on a 2004 envoy. I am not sure witch way it goes around the fan

If there is no diagram pasted in the engine compartment, check your owner's manual...or else go to your local auto store warehouse or Chevy dealership...usually the parts counter person can print out the diagram specifically to your vehicle. Since you did not mention the engine specs- I'm going to generically how to install a serpentine belt.

1.) make a loop and slip the loop around the crank shaft pulley
2.) continue looping the belt around the water pump pulley
3.) ...around the A/C pulley
4.) ...and around the idler pulley
Skip the alternator pulley for now- you want to do that one last.
5.) Continue placing the belt around the power steering pump pulley
6.) and over the belt tensioner pulley
7.) Now move the belt tensioner position so that you can loop the belt over the alternator.
8.) Now double check to make sure that the belt is properly and securely fastened around each pulley's grooves. Don't start the motor until you are absolutely sure... and can visually verify that the new belt is installed properly. And don't have anyone (or pets) standing around the car or open engine compartment when you initially start the car just in case the belt breaks...serious injuries can occur!
I've attached a generic drawing it may or may not fit the description of your auto.

Remove the serpentine belt and pull on the power steering pump pulley (pull out towards the radiator). If the pulley pulls out of the pump than the shaft is broken. This is very common on GM vehicles.

The pump is very easy to replace and I can give you some further instructions if needed.

Want to know how to change out the serpentine belt step by step

You will need a 3/8 drive ratchet to put in square hole in belt tensioner. The tensioner is located just below power steering pump and a little to right. Check for belt orientation and diagram on front of engine bay. Push or pull ratchet to loosen tensioner. Remove belt. When installing new belt, flat side of belt rides on flat pulleys and the grooved part of belt rides on grooved pulleys. Install belt around all pulleys except power steering and tensioner pulleys, loose tensioner and install belt on last two pulleys.

How to install Serpentine Belt

Click on the following free direct Link. It has the Serpentine Belt Diagram and Tensioner location for your 2002 GMC Envoy. Plus Instructional and Directional Diagrams you will find very useful.

http://www.2carpros.com/car_repair_information/year/2002/make/gmc/model/envoy/2002_gmc_envoy_drive_belt_routing_diagram.htm

GENERAL/Standard Rules to Removal the Serpentine Belt with a Tensioner:
A. Find the Tensioner(s). (See Diagrams on Link)
B. Using a Serpentine Belt Tensioner Tool, Or Wrench OR Ratchet, Rotate/Move the Tensioner USING THE AVAILABLE NUT (on the Pulley or Arm Base) OR the OPENING (3/8ths or 1/2 inch square opening) rotating the Tensioner Pulley/Arm - moving it away from contact with the belt and towards the area where the belt is not in contact with the Tensioner Pulley. The Tensioner is spring loaded, and is hard to rotate/move.
C. Remove the loosened belt off one of the other more easily accessed Pulleys.
D. DO NOT quickly release the Tensioner, but gently allow the Tensioner to rest in its closed position.

Standard Rules for Installing the Serpentine Belt with Tensioners:
a. Pick a Pulley that is most easily accessed. This will usually be on top. This will be the last Pulley that the belt will go on.
b. Using the Diagram: Install the new Serpentine Belt on the remainder of the Pulleys....over, under, left right.
c. Using a Serpentine Belt Tensioner Tool or Wrench or Ratchet Tool: Rotate/Move the Tensioner Pulley/Arm "away" from Belt contact area on the Tensioner. This spring is pretty hard and with a new belt, it will be even harder to install. Rotate/Move this to as-close to the maximum allowed inorder to have enough slack in the belt to get it up and over the last pulley.
d. Using your other hand - Pull the Belt up and over the Last remaining Pulley.
e. Before releasing the pressure on the Tensioner, visually inspect the remainder Pulleys and the Belts' Positioning on them.

On a 2001 saab 93 turbo can can you bypass the ac compressor or is there a bypass pulley

You can bypass both the AC compressor and the middle serpentine idler pulley with a 6PK1790. The middle pulley is bypassed by running the belt straight line from the upper rear serpentine idler straight to the power steering pulley, then over the water pump (the smooth pulley powered by the back side of the belt) and down to the engine drive pulley (harmonic balancer), bypassing the AC compressor) This works fine. On 9.5 models, the same basic idea, but a slightly different sized belt.
