Shut engine down alarm comes on when I let off on fuel. Goes off when I give it fuel.

I am not sure of your question, there is not enough information. However, I had a problem with a diesel Grand Cherokee that appeared to have a fuel shut off problem, it turned out that the header pump was worn out, and it further turned out that the Cherokee had a history of the header pump wearing out.
The header is the pump that supplies the injector pump with diesel fuel from the tank, and if this pump goes, not enough fuel is supplied to the injector pump causing the engine to cut out, and having to be bled again. As soon as the engine cools down, the pump appears to be working fine again.
Another possibility is that you might have a problem of sorts with your engine. The engine control computer senses the problem and turns the engine to limp mode, which allows the engine to work at a much reduced power output, giving the impression of diminished fuel supply. This allows the driver to get the car to a service agent before further damage is done.

Low oil pressure will not cause the alarm to set and shut the engine down, usually if there is a switch turning it to off disables the alarm and lets the car start. If the oil light on the dash goes off when the engine is cranking or after it starts chances are that there is no problem with the oil pump. I need to know what the problem is exactly at this time, does the engine turn over but not fire up or does it do nothing at all when trying to start it? Do the dash lights turn on when the key is on? Is there an alarm sound from the horn when trying to start it?

Driving down the road the engine will suddenly shut off.

Check the fuel pump and fuel filter.if the fuel is getting blocked due to dirt in fuel or clogged filter then the car will stop in between while driving because the flow of fuel will stop due to this dirt in the fuel.This has to be checked. There are many other possibilities that has to be checked in this case. 1)Sometimes the car will just plain stop running if there is a faulty/weak coil wire. 2)If your car has safety alarm system in it then this can be the other reason .in this case either the alarm needs to be disabled or the alarm needs to be replaced. 3)In some cases its the problem of ECU .it gets short or faulty due to electrical short circuit in the car. Also other common possibilities that has to be checked are. 1)The voltage of the battery .It should be exact 12 volt. 2)The condition on the alternator .if the alternator is weak or faulty it will not let the battery charged.when the car is running at that time the alternator keeps on charging the battery.if the alternator is faulty it will not charge the this has to be checked. 3) The other thing to be checked is the spark plug. and the coil pack.if the coil pack is weak or faulty it will not let the spark to come when you start the car. Also the other best option is to get the car scanned at car diagnosis diagnosis center you will receive the error codes of which part is faulty or weak in car , due to which the problem is occurring. 2000 Toyota RAV4 has spark but will not start. Tried spraying starting fluid down air intake but it won't even give me so much as a putter. It doesn't have any alarms or security features.

Check your fuel pump.

The pump should make a sound when you turn ignition switch to the ON position. If not check "IGN" fuse and then "EFI" fuse located in the engine compartment fuse center.

Then also check the "EFI main relay"

Finally check the "circuit opening relay" which is activated if the vehicle is in a crash to shut off the fuel.

The factory alarm is not to be tampered with as you can reset it but not disconnect it as it's part of the main fuel injection system. Do you have the right key? Just because it turns and cranks doesn't mean it has the right code. the security light off with the key on ut not cranking? If it stays on you do have a security problem. The system can be reset ( if the battery is good, and hot. Trun the key to crank and letgo the security light will but on or blinking . Leave the key on till the light goes out (around 15 minutes. Once it's out turn the key off then back on and the security light will be back on again. again wait till it goes out turn off then on again till the light goes out. Now turn the key off wait a few seconds trun it on and crank the engine. If it starts then it's reset. Sometimes I've had to do this more than three times to get it to reconize the key as the right one. rember a store cut key won't ever work as it doesnt have the (brain in it the the factory key does. Lets say your wrong, about the security system. The fuel pumps go bad like crazy and its thier season to fail. They fail quicker if you $5 the car alot. (runing on empty) Was the check engine light on as it ran the last time it was running? If so the codes need to be retieved and repaired. A scanner will find the security enabled on too.

Changed the battery. The alarm went off, tried to reset but will not work. When driving push on the brakes and the car shut down. Is this an alarm issue or an electrical engine issue. Don't know what to...

Yes this is an Alarm issue that's why your vehicle is shutting down as soon as you press on the brake pedal. Is this an aftermarket alarm or stock alarm? Sounds like aftermarket alarm to me and if it is, the way fix this issue is as soon as you put the red n black terminal on the battery and the alarm goes off press your alarm key right away to turn it off. If this doesn't work put your key on the ignition after you have installed the battery and just put it on the "ON" position engine OFF then click on your alarm remote once again.
