The most common cause of the power window concern is the piwer window motor. Sometimes you can tap on it and it'll start working to confirm the component failure. As far as the seatbelt warning light, the sensor in the latch is open on the drivers side front. This is a component available aftermarket or at your local salvage yard.

one of three things. 1: the switch may be worn. 2: the motor (#9) may be shot. 3: the regulator (#8) may be jambed.
The easiest is to first test the switch, most likely it's good (being the passenger side). The door will have to be take apart to test the motor and check the regulator. also check the door glass has not come off the tracks (#4,#5) and check window tabs (#2) sometimes they break.
