The most likely issue is that the little splines on the wiper arm are stripped, so you could probably lift the cover and snug the nut a bit to make it work again.
If the splines are completely gone (usually in the arm) you can replace the arm with a junk yard replacement, or in a pinch, use a small piece of aluminum foil over the shaft and then stick the arm back on and snug the nut.
It could also be that the arm from the motor to that arm has come undone, so you open the hood and remove the black plastic cover over the wiper shafts and reattach it.
TIGHTEN THE NUT HOLDING THE ARM TO THE CAR when its loose the wiper just sits in off position. do so by lifting the hood because its the best way to access the nut, then use the proper wrench size, mine does this all the time so i carry the wrench in the car, hope this works, let me know.

And you thought pulling the heater box was bad. I think you're going to need to loosen the arm at the motor to gain some room to allow the cable to be put back on.

Ensure you check the actual wiper fuse (15A). If OK then pull plug out of wiper motor and run separate power to hot terminal, if it works then wiring to switch or switch is faulty, if it doesnt work then motor needs removal for O/H.

there is a lever to push down and it pulls out, check the passenger side to see where it is because its more open and easier to view. the lever should be grey
