Replaced all bulbs and attachments
SOURCE: Brake Lights
The brake lights are engaged by a switch when you press the brake pedal. It is a plunger type switch, then when released, turns on the lights.
It appears that the plunger is not extending and making the connection. Try press on the brake pedal with one hand, and plull out on the switch plunger, see if the lights come on.
You should be able to replace the switch for less than $10

If the light in the spoiler works, the switch is good. Sounds like a bad ground to the light sockets

We had the same problem with ours, that is a Saturn recall items. Check with your Saturn dealer to see if it is still in effect. It use to make our headlight switch get hot. I think it was a poor ground in the taillight housing, I use to wiggle the bulb plug-ins and that helped for a while, but after the recall was fixed it never did it again.

have the output of the alternator check... and perhaps the battery posts may need cleaning as well.

Check brake light relay in relay box under hood. Relay should click when brake pedal is depressed. See my tip at http://www.fixya.com/cars/r6022358-relay_check
