probbibly has a bad head light switch or bad dimmer switch.if not those you have a wiring short most likely. hope i helped out!!

Have oyu taken apart the Steeringwheel lately. I had this problem briefly after takeing off my steeringwheel and fixing my cruise control. I put it back together wrong and it wouldn't turn them off. This is my only guess at it though. Sorry if it's unhelpful.
