The Check light is on because one of the sensors in the system is not being read properly by the vehicle ECU. You need to take it to someone & have a scan tool hooked up to it to extract the
DTC(s) that may be stored. Please be advised that a loose Fuel Cap will set the Check light for sure.
The Air Bag light does a self-test, and, if no one is in the passenger seat, it turns to the "Off" setting. There is a sensor under the passenger seat that tells the Air Bag ECM this. The light is there to let you know that the pass air bag will not go off, in the event of a collision, and no one is in the pass seat. Saves the inmsurance company money, probably.

Airbags are fussy items and not one that lend themselves to DIY troubleshooting.
You might check with any of the local chain auto parts stores and ask for a free scan of your on-board computer, most of them offer it.
If you get an error code regarding air bags, I highly recommend you go with this information to a Toyota dealer to have it corrected since trying to troubleshoot it may result in a deployment of one or more and that is a costly repair.
It may however, be expensive anyhow, since it can run to hundreds of dollars to replace one.
I would in any case check the Toyota website for info on your vehicle with model and year to see if this may be a recall item.
Whenever
this warning light or any other stays on in the dash it is indicating
that the systems control module (or the system sensor in the case of
lights like low oil pressure, door open indicators etc.) has detected
a fault, it then disables the system (this applies to ABS,TCS, TCM,
SRS and BCM faults and others) as long as the light is on. You must
now have the dealer hook up a special electronic diagnostic tool and
"scan" the system for the fault code that is stored for the
problem(s)
