Problem for Chevrolet 1999 Blazer

My 1999 Blazer 4X4 will not go into 4 wheel drive.

The indicator lights function correctly. The transfer case is engaging, but the wheels do not drive. Also there is a significant amount of 'drag' on the front wheels when in two wheel drive. It appears the axles do not go into 'free-wheeling' mode. The question here is are the front axles supposed to turn when in 2 wheel drive?

The cv shafts will turn in 2wd but the front driveshaft should not. Can you jack up all 4 wheels to test this?
