How do you replace the positive battery cable on a 1999 Chrysler Town and Country 3.8l FWD minivan?

Very cerefully! Disconnect your negative first, and stow it out of the way. Follow the positive cable to where it connects to either the starter or a solonoid. Disconnect from there, and battery and take it to your favorite parts store for correct length (and any additional wires coming off of it) matchup. Reconnect all positives, then reconnect your negative.

What cause my 1999 chrysler town and country minivan ignition switch to not want to turn every time?

The tumblers inside your ignition switch are probably worn and dirty. You can try cleaning and lubeing the switch. Also your key could be worn. If you have another key try that too.

Minivan has no interior power or lights without key on

There are three possible situations I can think of. 1, there are usually switches on the main interior light that can be turned off to stop the lights from coming on when the door is opened unless the ignition is on. 2. There is a problem with the ECM or Alarm that was installed. 3. There is a fuse out. Check your fuses on the interior and under the hood of the vehicle.
