Sometimes car insurance or auto clubs pay for Locksmiths and you might want to check your coverage. The dealer may be able to run your VIN# and cut a key for you for even less. Either way you would not have to disassemble anything. Your car is Foreign but Autozone or O'Reillys may have the part. Call them for a price. I guess between $25 and $55.

How do I safely remove the ignition lock cylinder

Locksmith is your best bet to cut a new key. Dealer maybe able, but a 2000 is worn down. After those, is drilling it out enough to turn it to the run position and pull the lock out.

Contact Mitsubishi dealer with vehicle vin number or number on ignition barrel and they should be able to cut a new key for you! Or drill the lock out and replace with a new one!

How do i replace my ignition lock cylinder in my 2000 Mitsubishi mirage without the key?

best advice is to get a locksmith to do the job. They will be able to put in a new tumbler, supply the correct fob keys for the immobiliser and possible program it to the vehicle . IF not you will have to take the keys and the vehicle to a service dealer to have it programmed.

I get a green light with a key in the center flashing when I try and start my eclipse and it cranks fast

Generally speaking, you have a chip in the key that is read by the security system. If the system does not "see" the right chip, the system locks out the ignition and fuel systems.
The new key probably does not have a chip or the wrong chip.

We have a 2000 eclipse, a few weeks ago, somebody tried to steal it by busting up the steering colum. we just replaced the steering colum and the car doesn't want to start. does this car have a kill switch...

Yes, the car has an immobilizer, that only allows the car to start when the proper key (with the proper chip) is inserted into the ignition. Your new column prolbably has a different ignition cylinder (and thus the incorrect key) or is not capable of sending the signal to the ECU
