The larger wires of them all should be your power wires. The ground, should be black and connected to either the tank or the top of the fuel pump assym.

1999 ford econoline e 250 low voltage (7volts) at fuel pump, where is the relay located and how can it be identified?

The fuel pump relay should be near the driver side fender or the battery along with other relays. It should have a dark green and yellow wire that goes to the inertia switch, a red wire that goes to the EEC relay, and two other wires that may be light blue and orange.
The wire that powers the pump goes to the inertia switch then to the pump.

Will not start sometimes, has blown fuel pump fuse 2 times

a couple of things come to mind, but the first thing is. that i would check to see if you have a proper ground. i know as dumb as that sounds, but really ford is notorious for their screwie grounds.and i dont mean for you to check to see if it is grounded to the frame(unless you have a lot of rust) but in your wiring harness that goes to the fuel pump.here is a little example..do you know that a lot of gas station fires are the result of people filling they're gas cans up while its sitting in the bed of they're pick-up with a bed liner.. and why is that? here's a simple answer. static electicity build up.because without the gas can on the ground it is'nt grounded.yes their is also a anti-static wire that runs through the pump hose but it wont be able to compinsate for that much static.so long way to the point. but if its not grounded right. you could be building feed back in the power wire and over loading the fuse
