98 Chevy 1500 recently started flashing the high beams when the horn is pressed instead of sounding the horns. Fuse is good, and relay clicks when horn pressed. When relay is removed nothing happens.

Been to long since I worked on a 98. Best guess is the turn signal switch. It could be the clock spring at the steering wheel. Both are a steering column issue.

The shift column should not be moving only the shift lever and the linkage or cable attached to the shift lever. Tighten up the shift column mounts to hold it good and secure

If that is a column shift most likely the cable has broken or you have a transmission linkage problem. I usually see this problem with a console shift unit and the solution is to turn the collar on the steering column by hand to get it in gear properly. You have to count the positions. look under the dash for a cable that connects to the shift arm and leads to the firewall or floor of the vehicle. If there are no cables check the area where the steering column goes through the firewall on the engine side and check to make sure that all the linkage is properly connected.

Horn wont work in gmc 2002 p/u relay switch ok

Either the horn itself is bad or the horn switch is bad in the steering column. Try running a hot wire straight to the horn to c if it works
