Try cleaning your fuel tank, rusts must be corroding the fuel line, it may work and get your car back to normal.

Why still no fuel pressure

Are you checking fuel pressure at the engine fuel rail with a pressure gauge hooked up, and key on? And you still hear the pump turn on for 2 seconds with key in on position?
There should be pressure in the fuel rail then. If not, is it possible you put the new filter in backwards? I would take off the line going into the filter from the gas tank, and leave off for a test: you're right, the pump turns on for 2 seconds with key on to put pressure in the line and the fuel rail. But then when the engine is cranking, the pump is turned back on. To check if the pump is picking up fuel, have someone crank the engine over while you watch at the filter: gas should shoot out in a good stream. If it doesn't, check for a kinked line from filter to the tank. If the line is good, you will have to take the tank back off and see why the pump is not picking up fuel and sending it out.
Let me know what you find. If the pump shoots out gas at the filter area, but still no fuel pressure at the engine, check the line from the filter to the engine-may be kinked, blocked, or clogged.

1998 ford taurus will not start without using starter fluid

I would check fuel pressure before and after you crank the engine.
The pump gets power for 3 seconds during startup - if the fuel pressure has leaked down you would have to crank the engine until the oil pressure came up to get the pump to power up again.

Cutting off problems

You should have the PRESSURE TESTED from the Fuel pump, AND the Volume (amount) of gas getting to the engine... if the Fuel pump is failing intermittently, it will not show up on the OBDII computers... this will need some old fashion detective work form an experienced and HONEST mechanic...

Another thing you might want done is have the Fuel FILTER removed and checked, to see if it clogged up causing the troubles your are having.
