if your vehicle lights are working all the fuses will be good. follow the cable from the towing socket on your vehicle , it will most likely go behind one of the rear lights to connect into your cars system,
check your tester where the cables join and you should find the problem. hope this helps.

Look for the fuse for the rear wiper motor is a 15 amp mini-fuse , in location # 8 of your POWER DISTRIBUTION BOX in the engine compartment. Check in the PD BOX for; - relay # 8 is the rear wiper down relay , and - relay # 10 is the rear wiper up relay .

This solution applies specifically to a 91 Ranger with delay wipers, but may apply to other years as well:
There is a "cold solder" joint on the wiper control module that should
be investigated whenever intermittent wiper issues crop up. I dont have
the ability to post a schematic, but it is one of the leads that come
off of the main terminal, and is fairly large. The solder around the
lead will look dull and will most likely show physical separation from
the circuit board itself. Re-solder with a good hot iron and it may well
cure what ails ya. Takes 30-45 minutes, depending on how adept you are
at worming your way under the dash to retrieve the module. It's to the
left of the ashtray about 6 inches.
