After replacing tensioner and retiming motor I turn crank to rotate motor 2 or 3 times, belt is tight all way round no slack anywhere run car for about 30 min till heater blows hot air turn off car and there is slack at the water pump I can turn pump by hand and the cooler the motor gets the more slack gets in the timing belt. 7 times I have to go in there I don't know what to try next. all new parts.

hello ive read you questions and the other experts answers and they all have good points i just wanted to give you my point of view
this belt tensioner is to be locked down so it doesnt move once the initial adjustment is made. what i like to do is turn the crankshaft by hand to pull tight the belt on the non tensioner side and this is when i lock down the tensioner .
and yes when a car like this comes in we alway recomend water pump, tensioner , and any other idler pulleys that each vehicle may need also we take care of any oil leaks at the same time . oil or antifreeze getting on the belt will deminish the belt life.
and on your question on the cam brgs being loose , the cam is the length of the engine and it wont move enough to cause this kind of problem you would see a large oil leak first.
just a note
we do alot of customer cars that families take on vacation, and i dont want to be the one to ruin someones vacation by trying to save a buck. and when you are paying labor to have a belt replaced you expect it to reliable again.

I have a 92 Dynasty also and I had a problem with it throwing the belt when it rained. After having the belt put back on twice, and when it popped off the 3rd time just leaving the repair shop, I took it back in. The mechanic told me that it had to be the tensioner. I had it replaced and had a new belt also. I have never had a problem since.
The odometer problem, mine just quit working yesterday at 119xxx, so I am looking for a solution for that myself.

there are two bolts on bottom of block lossen first then try the pully

the breaker bar method is ok to take the bolt off ,but it has to be torqued to the proper spec. if you get a haynes manual for 25 bucks or so,it will explain about the timing belt,and then you have the manual for doing other repairs.they are really worth the money.
Remove the alternator/power steering and water pump drive belt to gain access to the air conditioning belt.
Loosen the tensioner pulley locknut, then turn the adjusting screw to raise or lower the tensioner pulley assembly. Remove the belt.
To install:
Install the belt.
To adjust the belt, loosen the tensioner pulley nut and adjust the belt tension by tightening the adjusting screw. Tighten the pulley nut to 40 ft. lbs. (54 Nm) after adjustment.
Install the alternator/power steering and water pump drive belt and adjust.
Start the engine and check for proper belt alignment and any abnormal noise.
