SOURCE: 2000 Silverado Exterior Door Handle
If you have the panel off, just look up at were the outside door handle is mounted. You need to unbolt the rest of what is left....usually a metric fastner. Next, there should be 2 small access holes, probably covered by plastic sheeting. These holes are for the socket to reach them. There are a few clips that need to be popped loose from the rods but take your time and use a thin flat tipped screwdriver. And when you go to reinstall the new handle, you'll have to manipulate the handle into the door skin or the "hole" where the door handle goes.
Just take your time and you can do this.
Good luck!

Door panel off, window up, you should be able to see the back of the handle. There should be 2 screws or nuts holding the handle on. There should also be a rod going to the handle that is held on with a clip. One end of the clip just lifts up off of the rod and then the rod should slide out of the handle.Sometimes it is a little difficult reaching in doors and doing this but just take your time and watch for sharp edges.
Once you have the door panel off you should be able to see how it all works. If you can't get to the upper clip you might be able to take the lower one loose and take the rod out with the handle.
I hope this helps and that I guided you in the right direction.
