Where is the instrument panel relay located?

There is no relay for the instrument panel. The dash lights and interior lights have fuses. The instrument panel itself is illuminated by the Central Power Module.

Where the fuse box to a 88 ford thunder bird 5.0 liter

The fuse panel is located underneath the dash, to the left of the steering column, next to the emergency brake pedal. You need to remove the under-dash insulation to access some parts of the fuse panel.

If it doesn't have a diagram inside the box, here's one I found online: http://www.coolcats.net/tech/reference/images/fusepanel.jpg

I changed stereo and now the dashlights do not work

Check your park light fuse. You may have blown the fuse for the dashlights/park lights by accidentally grounding the night illumination wire, located in the radio wiring. That wire runs from the dash lights to the radio, to illuminate the radio at night. Alternately, if the park light fuse keeps blowing when you replace it, you might've hooked that night light wire up to the wrong wire on your radio.

pull the dash light dimmer rheostat and test it, chances are it is open and is the problem, If the dimmer has power to it and the lights don't work then the dimmer switch is defective, the fuse is most likely not a problem, it would be the instrument cluster fuse, remember any fuse being blown indicates a shorted circuit.

I dont have any illumination at night for the air and heat controls. 1998 outback

It is probably a fuse. Check the fuse box under the dash by your feet and use the diagram or manual to find the appropriate fuse. You can buy a tool that tests fuses without removing them for a few bucks at the parts store. Just touch the fuse and it checks for continuity (bad fuses have none) so you can find bad fuses with little effort.

Hope,

Electronic dash goes of and on on 1988 Oldsmobile Toronado Trofeo

There is one plug that controls the whole module. Firstly, remove the steering cowling, below that you will find a large white connector. This has become loose. push it back into position. To be doubly sure you have good connectivity, drive it for a while without the cowling on, if no probems, secure it in place with insulating tape to prevent it coming apart again. If it's not under the cowling, put your hand behind the dash, follow the largest loom up to the dash and make sure it is fixed properly. Follow the loom back intowards the firewall, if there is a connector block, make sure it is in place.

No guage lights or radio illumination at night when the auto headlights come on, but all fuses are ok, what could cause this?

Check your fuse box to see if you have a blown fuse. It should be the fuse that links your dash or radio. Good luck.
