When I pull the release handle it won't release the hood but I can hear something under the hood moving on my 87 corvette.

In the windshield wiper area on both sides of the car you will see a rubber plug about 1 inch in diameter. Use a flatblade screw driver (about 8-10 inches) and poke this plug out of its hole into the engine compartment (you can recover it later.) Insert your screwdriver through the hole until you find the release latch. Just push it until it releases.

yes you have to go into the chamber from underneath with a crow bar or similar tool to release the hood latch. once opened check the cable and the latch and with a little luck a few squirts of WD40 is all that will be needed.

While someone is pulling the thing inside the cars have someone outside the push down in the center front (where the latch is underneath) down. You may have to kind of push and release quickly. If the cable is still attached there it should release.

have someone push on the hood at the same time you pull the cable hold the cable then let go of the hood, when it opens lubricate the system

I don't think there is a day that goes by in the shop where we don't get at least one vehicle that is doing this. Just use two people. One to pull the cable release and the other to slap the hood with their hand and tell it to cooperate. Usually, just a little "jarring" with the cable pulled will get it to pop up.
