IF the heater fan is not working it is most likely the heater fan motor that has failed.

Heater fan stopped working after hearing clicking noise under dash

Need to change fan motor, it may have been blocked by something, but the motor has burnt out. This is a difficult job, and the wiring near the fan may also be burnt, more difficult. I would sell the car.

Replace the step switch, the contacts are burned out or just use it on high until that speed doesn't work...your choice..

Ac & heater

Disconnect the wire from the fan, turn the car on, test the voltage between the connector to ground (chasis) on all fan speed settings (high, med, low). If you have voltage at all settings (approx. 12.3V on high and less as the speed setting is lower) then replace the fan motor (about $50 at autozone). If there is not voltage on all speed settings you will also need to replace the blower motor resistor (about $12 at autozone). The whole process takes about 20 mins.
