How do you change the flasher on a 97 eighty eight oldsmobile

The flasher should be behind the radio or the glove compartment. You can check your owners manual for the exact location.
The flasher on the fuse box is usually for the hazard flashers.

My turn signal doesn't work, but the emergency flashers do, and the fuse does work.

your problem is probably going to be in the column at the signal switch itself

Need a to know what fuse it is

It should be marked in the fuse panel as ts or turn. If you locate it and it is good, then look at the flasher unit itself, be sure to check the turn signal bulbs first though and make sure they are good.
