It sounds like the blower resistor has gone bad and also check your fuse and relay to the blower. When the resistor go's bad it's a direct feed to the 12 volt junction box under the hood and if the blower stop working the fuse or the relay has gone bad. At worst the resistor and blower motor needs to be replaced. You can buy both at Auto Zone and they will have the step by step instruction to get the job done with common tools. Good luck and keep me posted, be glad to answer any questions you may have friend.

2001 dodge dakota sport with 2.5 engine idles high when I start it up, continues idling high, when pushing clutch in to change gears it idles extremely high

Does it do it if you disconnect the idle air control valve ?
You need to know if its a vac leak or if the computer is making the valve open too far.

Hvac fan only works in high speed 2004 dodge dakota

This is definitely the Blower Motor Resistor located near the Blower Motor. It is defined with 3-4 wires going into it. It is easy to remove and replace. Purchase the part at the auto parts store versus at the dealer to save you a lot of money.

Fan on heat and/or a/c won't work unless on high

Your fan speed dropping resistor is burnt out, it is located near the blower motor.

Heater fan only works on the two low settings.

if you have checked the switch as recommended, it is most likely to be the heater resistor which contols the diffrerent speeds. it is
normally fited near to the motor and is a squarish block with multiplug on it and coils like springs in the centre of it, look at the coils they may be burnt out.hope this helps
