Where is heater fan relay located on 1994 buick park ave
I think the fault is with the radiator temp censer , it acts as a on off switch, located on the radiator tank.

it is located behind the dash on the passenger's side. they have to take the dash out to replace also need some kind of special tool to remove core

Pass key is the security system which disables the car if it is stolen. You need the remote or a key with a chip to start the car. go to a dealer, prove ownership with registration and they will be able to help you out

You need to first stop guessing and start making some reasonable tests to see if you even have any fire. Put a spark tester on your spark plugs and turn the vehicle over to see if the spark tester lights up...then if it does, spray some ether in the vehicle' air intake to throttle body, and see if it is capable of running. This is a place to start then you can give me more informaiton after these tests and they don't cost you too much to do, then we can go from there...might even be able to get you running.
Might be the Resistor pack located close to the blower. It has a flat connector with 4 or 5 wires, and two small screws holding in the duct. It may be a crispy critter. It happens... The blower moves air across it to keep it cool. The blower motor may be bad as well, or possibly the fan speed switch. May very well be the fuse for the blower as well. The blower connector may be loose. Let me know what you find.
