If there is an aftermarket radio in the car, unplug it. Sometimes those radios will interrupt the CAN signal & prevent the ECM from being accessed.

2006 vw jetta will not run over 1500 rpm

First of all you need to access the Engine Control Module (ECM) using suitable diagnostic equipment (VAS, VAG-COM or similar) connected to the data link connector of the car, in order to pull out all DTC's memored. DTC = Diagnostic Trouble Code. Then you will bu full informed about the root cause of the problem, and you will be able to repair & replace bad pieces and reset the ECM. Then the yellow warning light will turn OFF, and the engine will run normally.

Check & replace if necessary the brake pedal switch placed above pedals on the support.

Then you will be able to replace bad piece(s) and fix the problem by erasing all DTC's stocked inside ECM & reset it.
