It depends on how much miles the vehicle has normally the vehicle comes with a maintenance book to tell what should be done at 5k,10k,15k and so on

The outlander has no fuel filter and its a part of the fuel pump. When do I need to replace the fuel pump on my 2003 Mitsubishi Outlander?

Fuel pumps are not a regular maintenance item that needs to be changed at a certain time. Replace it only when it fails. The designers built that fuel filter into the tank with the reasoning that it will last as long as the fuel pump itself.

In my 2003 Outlander cigarette lighter which I used to plug in the navigation system doesn't have power (12V) anymore. Fuse is OK. Is there more than one fuse? The outlet in the back is also dead. Any help...

Have to check for voltage at the 12 volt connector and the lighter rectable. Either your not getting 12volts to the connector or your getting 12volts at the connector but not at the rectable,. Where ever the voltage disappears is your problem.

I want to know what kind of maintenance I shouldbe running on a 160K miles 2003 Outlander. Other than breaks and oil change. Do I have to get the injectors clean or change? Do I have to flush the break...

There are shops that will do a complete package deal. You might be cheaper in do one of those. It is recomended to do all the maintanence, you have to look at it this way, An ounce of prevention is a pound of cure.

Where is the water pump located on a mitsubishi 2.4L engine? I have a 2003 mitsubishi outlander

While I understand this answer may be overkill, follow this link to an article about the engine cooling system. Look midway down the article for this sentence "More information about 2003 Mitsubishi Outlander Engine Cooling System service and troubleshooting, find here – 32 pages of PDF filetype" Click on the "find here" link which will prompt you to download a file 14_rar. Open it with any decompressing software (Winzip, WinRar) to find 14.pdf. Go to page 14-23 to see a diagram of where water pump is. It will also give you instructions on removing and replacing it. Good luck!
