Remove the top of the air cleaner housing, remove the air filter. The bolts attaching the housing to the frame are then visible. Remove them and all other hoses or connections to remove the air filter housing.

Cluster is pretty much non serviceable. It's a circuit board problem that will have to be fixed by a cluster repair shop.
