A bad turbo control valve can cause that, on the side of the air box, 1 connector and 3 hoses going to it, easy to replace. Dont mix up the hoses, they are color coded red, yellow and blue. Part should be relatively cheap.

Do you have a fuel pump? If its bad or weak, you aren't getting enough gas to your engine. Has anyone thought of the filter in your gas tank?

Does sound like high tension problem (Plugs, leads, coils, cap if dizzy etc...) Hope this helps

I get a surging of the motor when stopped at a red light. Also it will act as if it is missing a cylinder while driving. Sometimes going up a hill or down and even on flat ground. This is all intermittent...

I would check to see if the fuel filter has been changed recently. Also, check under the engine cover, the spark plug wires run underneath it, and if the wires are going bad, they'll arc to ground and cause a miss, my friend's is doing the same thing. You might want to check the plugs. I wouldn't give up on it yet.

What causes serging when applying gas going up a hill

Your spark plug wires could be arcing. To check, find a dark place and raise the hood. Mist the plug wires with windex. Start the car and look for blue arcs coming off the wires. If you see them, replace the wires.

neon engines are bad for plug wires that go into the head to the plugs for letting spark go down the plug to ground or through the rubber to ground ,replace the plugs and wires.Different wire sets for sohc and dohc

Feels like a miss in motor when starting up an incline

Have your plug wires checked and also have your injectors cleaned this should fix your issue.
