Hi,

THe fuel pump is located under the back seat.

Pop off the bottom seat to reveal the carpet (if any) and you will find a cover with 4 screws.

Underneath that, you will find the fuel tank secured by several small nuts.
If this is a DIY, be careful not to damage the floater on removal or return.

Since ignition timing is taken care of by the ECU, I guess you are asking about cam timing.
There are several marks to be aligned and if you get them wrong, you may trash your engine so I am only going to suggest you buy a Haynes service manual that has numerous good pix that show you exactly how to avoid killing your engine. And, unless you have a good-size vice well-mounted, compressing the belt tensioner again is going to give you fits.
The Haynes number you need is 89100 but it is listed only as a manual for the Legacy which uses the same engine but there may be less info that is usable on your '98 forester for which Haynes does not make a specific manual.
The later book that I have, 89101, covers all models from 2000 to 2006.

thew fuel pump relay will be located in the power distribution box under the hood it is a square fuse like device either black or grey in color

just follow the wires that cnnect to the speedometer light and screw to change bulb . thesame as to the tachnometer light there also is awire connected to it .

yes... you'll need to remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you can access the bolts holding the mirror on and disconnect the wiring harness as well..

90 thousand miles. there is a 90k service that needs to be performed, which will include replacing the timing belt, spark plugs, fuel filter, air filter, trans fluid, and checking and adjusting brakes.

How CRANKSHAFT Sensor can cause this. The Car needs a Reference Signal to operate the Pump. If there is no reference Signal, then you will not get the Pump to Stay on.

I would start with the Fuel Pump Relay and Fuel Pump Fuse FIRST...

Possible dirty fuel injector which is most common. It can also be bad oxygen sensors, vacuum leak, or worst case a leak at the intake manifold.

The gas tank leaks on a 1998 Subaru Forester

You most likely & unfortunately will have to remove the fuel tank
to find a rusted steel fuel tubing or rubber hose that leaks

Removal just to get acess to the area that leaks

I doubt the tank leaks & if it does you buy a new one
from a dealer,so save your money

It could be just an "o"-ring that seals the fuel pump
