Why does the rpm fluctuate when at a complete stop?

First check the ECU (engine computer) to see if any codes are being set.The throttle body might be dirty, it might have a clogged fuel filter or the TPS (throttle position sensor) might need to be replaced. I would try typical tune-up maintenance first if that has not been done recently then check the other items I mentioned. There could also be issues with the fuel pump or the ECU (engine computer).

RPM's rev high and low

"Could this be a throttle positioning sensor problem?" - probably not. The Throttle Position Sensor (TPS) tells the computer how hard you are stepping on the gas. It does not really control idle speed.

Your problem is more likely the Idle Air Control (IAC) valve. This is a small electric valve that the computer can open and close in small steps to set the idle RPM at the desired point (a little higher when cold, then down to normal speed when warm). The IAC valve is notorious for getting all crudded up inside. Then it sticks open too much (really fast idle speed) or sticks shut (really low speed).

You can try taking it off the engine, cleaning it with carb cleaner spray, and putting it back on. That is easy and cheap.

If cleaning does not fix it, you need to buy a replacement valve and put it on. Pretty easy to do but costs more $$$.

Idle problems with 1990 Corsica w/ trouble codes

The Idle air control valve is the way the computer controls idle speed. If the computer can not control it, the warning light comes on.
Look for gum and varnish in the throttle body or something holding the throttle plate open. Also could be a vac leak or broken hose.
Also check for foreign matter in the hole where the IAC goes. Something may be holding the valve open.
Even a broken gasket under the throttle body could cause the air leak.

High idle o n a 1996 chrysler concorde. have change the tps and the idle air control valve. i think its a vacum line but i dont know which one. which one s effect the idle

High idle is usually caused by a vacume leak. First place to check is the cold air intake manifold. All hoses, throttle body, and sensors. Throttle Position(TPS), Mass Airflow(MAS), Idle Air Control Motor (valve) IAC. Controls Idle speed

A malfunctioning throttle system can cause both a high idle as well as an engine stall.

A dirty air intake or cracked air intake tube is often the culprit.

The idle is at about 2000 rpms how could i ajust it back down

The idler air control sets the idle automaticly from the computer. If it ran well before and not now the IAC valve needs to be replaced. Once its replaced the computer will set the learning codes to set the idle
