Middle seat belt shouldn't have anything to do with it. The seat locks down for stowage in the rear cargo area. you can pull the release handle on the back of the seat to release it back into the up position.

WOW. Mike you are so wrong. I JUST used this person's "fix" to free stuck seats from my 2006 Saturn Vue. I had to literally sit my 200+ lbs body on the seat and pull up on that handle and I heard it release. I could not get it to release otherwise. The seat belt has NOTHING to do with these seats not coming back up. There are black metal loops that catch on to something that holds these seats down. I cringe at the thought of all these people tearing out their back seats and cutting their seat belts when all they needed to do was get their heavy bodies on these seat backs and pull the latch again. I swear that thing would not come up otherwise.

Remove back seats

According to the service manual for my 2006 VUE, 2 bolts in front and 5 bolts behind the rear seat is all you need to remove to get the whole seat out. Removal of any components of the rear seat always starts with "remove the rear seat assembly".

Back seat belt wont lock

Check to be sure it is the right belt and latch combination.
I believe you have 3 seat belts in the rear. The latch for the two side ( door) belts is not the same as the one in the middle.
VERY often, one of the latches will fall down in between the seat rest and the back rest of the seat, often from dis-use.
This happens on all cars.
You should have 3 latches on short straps in the middle of the rear seat.
Be blessed.

You'll need to take the housing cover off the seat belt, from there you should be able to access the tension switch on the seat belt. It sounds like it may be set too high...

Saturn vue 2007, rear folding seat will not return to proper position due to seat belt being locked up.

They have a problem with the seatbelt retractor getting jammed up causing the belt to jam & not let the rear seat fold back up.The easiest way to get the seat back up is to cut the seatbelt & fold up the seat. Then the rear seat needs to be disassembled to gain access to the seatbelt retractor assy which has the seat belt made on.Hopefully it's still under warranty or Ext. warranty.hope this helps

get your dealer to replace the seat belt, depending on age, should be under warranty. Belt is defective. I have a g 2003 vue, and my dealer replaced the belt for no charge.
