Why do think the key security is bad? If you still have a factory key, this is not the problem...if no factory key, you can take your VIN number or original key to GM dealer to get new key that they will program for you...Check for dirty battery connections:)

I don't think you have anything that will help in your search.
The 95 Impala SS came with a 350 cu in engine stock. The VIN code was P and the horsepower rating was 260. The casting number for that block would be something like 10199001 or 14101148. After 1970 GM started stamping a partial vin number on the blocks to match the original car. If you had the original car you could check the 8th digit of the VIN to verify the engine.

FOR THE STARTING PROBLEM CHECK TO SEE IF THE SECURITY LIGHT IS FLASHING IF IT IS CONSULTOWNERS MANUAL ON HOW TO RESET IT IT CONSIST OF TURNING THE KEY OFF AND ON IN A CERTAIN SEQUENCE AND COULD BE CAUSED BY YOUR IGNITION CYLINDER MALFUNCTION WHICH IS WHY YOU CANT GET THE KEY OUT. BUT BEFORE TRYING TO FIX IT CALL GM AND MAKE SURE IT IS NOT PART OF GM IGNITION RECALL.

Gm garage has a tool called vats interogator. The only way I know to get key code. Unless you have the vin registration and title in your name. The GM dealer can retrieve this info for you.

put the fuse back in and try this,, when the alarm goes off, try holding down the Lock and unlock buttons at the same time, that should reset your alarm

Passlock system is crazy, GM should be terminated for good just for coming up with this system and putting it on all there vehicles. to me this is by far one of the worst goofs of all time, but I think they had it planned as a money making scheme to begin with...Anyways if your security light on the dash is flashing first try unplugging your battery and wait a few minutes and hook it back up. If the light is still on it wont start. proceed to step 2, turn your key forward all the way to the farthest on position. Now go have a drink talk on the phone whatever just wait 15 mins and come back. If the security light is now off, turn the key off and wait 5 or ten seconds and your car should start.. If the light is still blinking or staying on it wont' start. step 3...try a different key if you have one and do the 15 min mess all over again. Hope you have a strong battery. If that doesn't work you probably will need to get your ignition key switch replaced. I Buy them at local part stores, Orielys and off ebay for under $100. The GM dealer wants about 500+ to do this. **** on them, do it yourself or get a friend to.

if the pass key light is flashing you may have to take it to a shop and have it diagnosed. i had this problem with my 98 sonoma. my problem was that the pass key sensor was bad. for some reason the car is not recognising your ignition key and is going into security mode. this one is almost impossible for the do it yourselfer unless you have a scan tool. (not a code scanner) this is how gm gets you.
