Check to make sure the fuse is not blown. The fuse for the low beam and high beam headlights are in the fuse block under the hood. Each light has its own fuse.

When I press the break only my passanger side tail light works. Is this a fuse problem?

Try replacing the passenger side tail light bulb.
Inside trunk, remove two black plastic nuts holding carpet liner in place on side where bulb is burnt out.
Pull back carpet, use a flat screwdriver to pop out the wiring. Remove three nuts using a small open-ended socket or pliers.
Pop out entire tail light assembly. Locate bulb to be replaced. Rotate 1/4 turn to remove from socket. Replace bulb and repeat in reverse order to reinstall.
Thank you for using fixya and good luck

I installed HID headlights and fog lights about 2 months ago and the passanger side went out. i took the drivers side bulb and put it into the passanger side to see if the bulb or the ballast was bad and...

The headlights run through a relay (#46) through the BCM. If the relay were bad (very common and has a recall) both lights would not work. Sooo, I'm thinking check the wiring and pigtail that goes to the bulb. People that use Silverstar halogeon bulbs will burn that wire and or the connector. Make sure these are sound, check for power at the connector too.

2002 mitsubishi montero heater only works with the switch on high.

Most likely blower resistors (which controls the speeds of fan) needs to be replaced. Located underneath dashboard in passanger leg compartment. don't have Mitsu part # but the part itself about $20-30 and 5 min to replace. Lay down on passanger floor, look up underneath dashboard, you will see 4 wire connector. unplug it, undo 2 screws and pull the part out. you can run resistance or continuity check between 3 routes. the reason why it only works on high, is that it gets full current bypassing resistors (blown most likely in your case).
If you see water or rust in the area - that's what caused the resistor to blow. if that's the case, your AC drain (located on firewall in between the banks) is plugged you need to take care of it first.
Hope this helps.

Check for vacumn leaks. Replace coil. Check plug boots for oil or water on them. PCV hose from intake manifold will get soft and collapse. Replace motor mounts. The passanger side mount is a fluid filled mount.
