If you have a carberator, it will need to be adjusted properly, Also check for any vacuum hoses that are cracked or have fallen off.

Why doesn't it drop down to idle when I stop?

Is it always idling high?? Or just when you accelerate?? If its running high all the time, suspect a vacuum leak( unplugged vaciuun hoses, intake manifold leak, etc.) If it only does it when you accelerate and it wont come back to idle, suspect a bad tps or something sticking and letting your throttle to stay open.

Old cars the choke is stuck. New cars the idle air control motor is stuck.

High idle

It's probably one of two things , a vacum leak or a bad ground.

My neon started idling at 4000+ rpms and wont idle down. car is undrivable because engine revs to high to stop with brakes.

check for major vaccum leaks and it none found then you may have a bad idle air control valve, that controls the idle start there, good luck.
