We are all used to the conventional way of wiring things with the supply being switched. These days we need to get that out of our heads.

Modern switching is often carried out electronically and controlled by computer and in that case the supply is often constant and the ground is switched.

Check the accessory delay relay , located in the central junction box . Passenger side may have wiring problems , in the rubber boot from the body to the door . F2.10 30amp circuit breaker supplies B+ voltage to the accessory relay. Both fuse an relay are located in the central junction box , under the dash ! Could be on the right or left side kick panel ! I would suspect the relay over the circuit breaker > The thing to do would be to check for B+ voltage with a volt meter ! I'm looking at a wiring diagram an there is a lot going on here , battery saver relay , Acc. relay , one touch down relay an the GEM - generic electronic module (BCM ) . The GEM energizes these relays , not knowing what an where to check ,you could chase around in circles. Could be a ground problem . Do you know power ? B+ voltage circuits an ground ? You would need to look at a wiring diagram an a power an ground distribution diagram to see if these two thing's have anything in common . Free wiring diagrams at http://bbbind.com/free_tsb.html . Then again it could be two different problems , power window problems can be caused by broken wires in the rubber boot from the body to the driver door main switch. Could be any number of thing's causing these two problems . Unless you have good knowledge of electrical trouble shooting an reading wiring diagrams , this could be something best left to a professional tech .

If they go down but not up. Replace the master switch on the drivers door. 3 don't usually die at they same tie unless it is that switch.
