How does the black plastic license plate holder mount to the grill of my car?

Most factory kits come with the hardware to install it will be plastic push ins, bolts with j-nuts, or pointed hex head bolts. The push ins just push in line up the plate holder to the holes in bumper, if bolt and j-nut must slide j-nuts into slots then line up and install, if pointed bolts there are dimples that can be seen in bumper install at dimples, if no dimples just line up and install.

there is an actual liscence plate bracket u can buy at a chrysler dealership thats fits perfectly on bumber it has teeth that perfectly center the bracket right below the grill it looks great i just had one put one on my 2005 300

On my 92 ford pu, the plastic tabs snap into square holes in the bumper. They can be snapped out when there is no bolt in the hole by using a flat screwdriver & a little prying.

well u will have to drill holes though the bumper and use the supplied screws that came with the kit u might have to use washers on both sides of the screws of the license plate but that should work for ya

Most places require front plates so there should be two holes to screw on a bracket (holder). The plate should then slide into the holder. If there are no holes, you'll need to drill some.
In the meantime, stick the plate on the dash on the passenger side facing out so it's easily visible outside.

You will have to install an after market license plate holder, as Mitsubishi Eclipse spyder does not have a front plate holder. Where you install it on your bumper is up to you , but remember to follow your local laws in regards to placement and the proper amount of screws holding the plate.

hi, yes, you can buy an universal license plate mounting frame at any auto part store, it comes with all the hardware you need, you can use a tape measure and small level to get it centered....

Snap-on Parts replacement

I think you are descibing the headlamp wash system that is missing between the headlamps. The theary is that every 7 times the windscreen is washed the washer jets pop out from the bumper and blast the headlamps with water. They were fitted as an extra rather than standard so if the cost of replacement is to expensive it would be favourable to just replace the plastic cover to hide the hole. You may find that the water jets are in place and its only the small plastic cover that is missing. The grill under the licence plate mount is mainly cosmetic but care should be taken incase other adjoining parts are loose. Hope this helps.
