Belt slipping or the pump is worn ,other causes could be track control ball joints (not to be confused with the track rod ends)bearings corroded up on top of the mcphersan struts and sometimes the actual steering rack ,do a plan renewal and get the goverment subsidy and buy a new car

I have a toyota 1996 camry and I notice that it is very hard to steer and turn the steering wheels. i also notice that there was little or no power steering fluid in the container.

SR you just found the problem a leak in the power steering system, check the floor were you park the car every day, there steering fluid by the driver side the problem is the steering rack, there is fluid by the engine passenger side, pressure line, banjo fitting, return line, and also steering rack, the best thing to do is clean the oily area, refill reservoir drive it and check for a fresh leak.

Power Steering Fluid Filling & Bleeding
  1. Repair the power steering system.
  2. Turn the engine OFF.
  3. Raise the vehicle so the front wheels are off the ground.
  4. Turn the steering wheel all the way to the left.
  5. Fill the power steering fluid reservoir to the FULL/COLD level and leave the cap off.
  6. Have an assistant watch the fluid in the reservoir while you turn the steering wheel fully to the right and fully to the left at least 20 times. NOTE: On systems with long return lines or fluid coolers, turn the steering wheel from lock to lock at least 40 times.
  7. Add fluid as needed to keep the fluid level at the FULL/COLD level.
  8. Install the reservoir cap and start the engine.
  9. Center the front wheels and lower the vehicle.
  10. Run the engine for about 2 minutes.
  11. Turn the steering wheel in both directions and verify correct power steering operation.

the consequences are likely to be loss of control of your vehicle while u drive
i suggest you take your car to its dealer...the remedy is that ur dealer would just fix the steering nuts
