Why can't a repair shop not find the problem?

How many shops & dealers have tried?

Does that seem right to you, that the problem
can not be found !

You say it does work sometimes
You play with the indicator level it tries to work
Blinks sort of fast

All those are very positive keys & helpful, to start
diagnosing the issue

I won't guess at it, but surely with a wiring diagram it
should not take more than an hour or two to solve

Why wasn't the directional switch tested or considered
for replacement, if all the lamps, sockets & grounds were good

It does work, but not as it should
eg: it is trying--- so how hard would it be to find out why!

SOURCE: 93 buick century -turn signals

The Buick Century uses separate relays for the hazard warning and turn signal functions. The turn signal relay is located on the accelerator pedal bracket, and the 4-way flasher relay is located on the convenience center near the left kick panel. Try switching these two relays with one another to see if your turn signals work instead of your 4-ways.

No taillights park or dash lights

check park/tail fuse regarding dash ,park ,tail problem .brake light on passenger side is probably the brake globe needs replacing .Turn signals on passenger side could be globes or switch, check globes first ,if globes and fuse are ok ,may well be the switch especially if park switch and turn signals are on the same switch lever/stalk

Have a 1998 buick century, the front blinker on the driver side will not stay working. Does not burn the fuses out. works for about 5 days then the turn signal starts clicking fast then a few days later...

This behavior is usually caused by water leaking into the socket or just a bad socket. Clean it up and use some dialetric grease on the contacts.

Turn signals and 4-way flashers do not work - 1997 Buick Century

Time to change the flasher unit, it's usually close to the drivers side of vehicle and behind a fuse box access panel and will have something like "12v 23/98W " on it. It's a largish cube shaped componant and may be water damaged !

95' Buick regal, 3rd brake light works, tail lights work, turn signals work, stoplight switch seems to work ie 3rd brake light working, fuse is ok, changed bulbs, but no rear brake lights.

If the third brake light works and the regular ones don't, it is most likely a bad turn signal (multifunction) switch. The switch is able to kill the brakes lights to run the turn signals, and in rare circumstances does this. I've seen it several times. It could also be wiring, especially near the turn signal switch, but it is usually the switch.
